During a second interview, if an interviewer tells you that you should expect to hear from them in a few weeks either way, what does that mean in terms of time frame (2 weeks, etc.)?

The bigger question is on a second interview, telling you that you will hear either way is probably not the best sign. Typically, If they are interested, the interviewer would not be so vague. I hope you sent a thank you letter to them.

A few weeks is a few weeks – 3 weeks from your second interview give or take a few days. Keep interviewing with other companies.
